Spouse name: Hepburn, Nancy

1816 has to be wrong.

1881 "History of Sussex County" says
"John Heborn who came to Vernon in 1810, resided on the
farm now occupied by Barnet Drew, upon which he died, as did his only son. He
is recollected from the peculiar team which he drove, composed of a horse and
a bull." This is Ann Frances Hepburn's brother, and the reference comes four
paragraphs after the previous quote I sent to you regarding Zenas Riggs. This
suggests that all of them lived in the same area, which fits beautifully.
1810 Census on File notes one son under 10 and one daughter under age 10

Per Carl Richards:
from the "History of Sussex County NJ", published in 1880 it is stated that Zenas Riggs moved into Vernon Township
around 1790, finally settling in the Williamsville section. This whole area borders the NY state line, and the first settlement over that line is Amity, in Warwick, NY. The old Williamsville cemetery, where the Riggs' are buried, and the Amity Cemetery, where David is buried, cannot be more than five miles apart, if that. They are adjacent communities.

So, David only moved one town away from where he grew up. It seems to be farther because it's in a different state, but inreality it's just down the road. The Hepburns were in Vernon also, so that has to be where David met Ann ....
